Two Rules — Two Different Benefits
WEP
Windfall Elimination Provision
Reduces your own SS retirement benefit if you also receive a pension from non-SS-covered government work. Can cut your SS benefit by up to $587/month (2024). Affects workers like teachers, police, and federal employees hired before 1984.
GPO
Government Pension Offset
Reduces your spousal or survivor SS benefit by 2/3 of your government pension. Completely separate from WEP. Can eliminate the spousal/survivor benefit entirely. You can be affected by both WEP and GPO at the same time.

WEP — Does this affect your own SS benefit?
WEP
WEP applies if you also worked in SS-covered jobs long enough to earn your own Social Security retirement benefit. Did you pay into Social Security through other work (private sector, part-time jobs, etc.)?

GPO — Does this affect your spousal or survivor benefit?
GPO
GPO applies if you plan to claim SS benefits based on your spouse's (or ex-spouse's) work record — either as a spouse while they're living, or as a survivor after they pass. Do you expect to receive a spousal or survivor SS benefit?
Your spouse's (or ex-spouse's) full SS retirement benefit at their FRA.
